Eligibility: The officer of the Central/State Govts/Union Territories/Autonomous Undertaking:-
(a) Holding analogous post on regular basis in the parent cadre/department. (OR)
(b) Supdt. Engineer (Civil) with three years of regular service in PB-4 Rs.37400 -67000 with grade pay of 8700/-or equivalent, (OR)
(c) With eight years of regular service in Pay Band PB-3 Rs. 15600 - 39100 with grade pay 7600 or equivalent in the parent cadre/department. (OR)
(d) With thirteen years of regular service in Pay Band PB-3 Rs. 15.600-39,100 with grade pay Rs 6600/- or equivalent in the parent cadre/ department. (OR)
(e) With combined regular service of eight years in PB-3 Rs.15,600-39.100 with Grade Pay Rs.7600/- or equivalent and in PB-4 Rs.37,400-67,000 with Grade Pay Rs.8700/- or equivalent. (OR)
(f) With combined regular service of thirteen years in PB-3 Rs. 15.600-39.100 with Grade Pay Rs.6600/-. PB-3 Rs.15.600-39.100 with Grade Pay Rs.7600/- and PB-4 Rs.37.400-67.000 with Grade Pay Rs.8700/-.
Educational Qualifications: Possessing at least a Degree in Civil Engineering of a recognized university or equivalent with 60% marks and above with minimum fifteen years experience in design/ construction of infrastructure, housing and allied activities.

Eligibility: For appointment by transfer on deputation are, from the officers of the Central/State Govts./Union erritories/Autonomous bodies/Public undertakings.
a) Holding analogous post or i) with five years regular service in the post in payband Rs.9300- 34,800 with grade pay Rs.5400/-or equivalent or ii) with seven years of regular service in payband Rs.9300 -34,800 and 4600/- or equivalent in the parent cadre department. (AND) b) Possessing Degree of B. E Civil Engineering. (The Department officer in the feeder category who is in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration for appointment by promotion.)
